yathā (as) sarvatra-gaḥ (everywhere going) mahān (great) vāyuḥ (the wind) nityam (constantly) ākāśa-sthitaḥ (situated in the sky),

sarvasyāsya svasaṅkalpāyattasthitipravṛttitve nidarśanam āha
